The judges praised the building's ‘multifaceted, multicultural, and multigenerational’ character, highlighting how the landmark building’s thoughtfully repurposed interiors have been transformed to promote new social and commercial opportunities while remaining firmly rooted in the local context.

"The approach of the team behind this £4 million project epitomised the ethos of Retrofit revisited. Rather than a ‘fit and forget’ approach, Group Ginger demonstrated a deep commitment to post-occupancy evaluation – learning from tenants’ experiences, rethinking usability and revisiting energy management to drive real change in behaviour and council culture. The architecture team’s sensitive approach to retaining, optimising and celebrating the fabric of the existing building – with innovative infill and clever solutions to accessibility challenges – shows how heritage assets can be reinvigorated for contemporary, inclusive use, instead of being lost to demolition. The platform seating was also singled out for elegantly resolving level differences, enhancing usability and viability while adding character."

Judges remarked on the passion and ongoing follow-up that sets a benchmark for how architects can make a lasting impact on communities.

The BIS is now a symbol of what civic buildings should strive for: ingenious, vibrant and wholly accessible spaces that enable new patterns of activity. This is a retrofit that not only rejuvenates a building, but also uplifts its community.
